The meeting of the regional Coordinating Council of the Committee on labor and employment of the Kursk region (via videoconference) on the topic "Interdepartmental interaction in addressing the issues of youth employment" with representatives of local governments of cities and 28 districts of the Kursk Region was held in the administra-tion of the Kursk Region on the 31 of May, 2018.
Welcoming remarks to the participants of the meeting were made by the Vice-Governor of the Kursk Region A. N. Krivolapov. He emphasized the need and importance of interagency cooperation in addressing the issues of youth employment.
The report about the situation on the youth labor market in the Kursk region and government measures to support youth employment was made by E.V. Kulagina, the chairman of the committee on labor and employment of the Kursk region.
The condition, problems and perspectives of the graduates of professional educational organizations and organiza-tions of higher education in the Kursk region were reported by I.A.Stepanova, chief of the department of higher ed-ucation and science of the committee for higher education and science of the Kursk Region.
Report on the topic "Youth Entrepreneurship. Problems and prospects" was made by A.N. Vorobyev, senior Re-search Associate at the "ROSI". He told about the project "Development of Entrepreneurial Culture of Society: Eu-ropean Experience and Russian Practice", which is being implemented since 2015 at the "ROSI" (EU program on education, training, youth and sport ERASMUS+, Jean Monnet Activities, № 565146-EPP-1-2015-1-RU-EPPJMO-MODULE).
As demonstrated by the results of the activities monitoring of the subjects of small businesses registered during 2012-2017 (participants of the educational programs), which was held on May 25-28, 2018, about 70% of 250 graduates who opened their businesses by early June 2018 remain active entrepreneurs. Among those who have closed their business the absolute majority continue to engage in their activities as freelancers and keep hope for the subsequent changes for the better and for a return to a business.
The former entrepreneurs consider the economic inefficiency of the established business (first of all, the insolvency of the idea and miscalculations in the business plans), the deficit of professional personnel and the lack of reliable partners, as well as the lack of the owner’s entrepreneurial competencies and experience, to be the main reasons for their exit from business. Nevertheless, a significant percentage of those who remain in their businesses confirms the hypothesis of the effectiveness of training and the subsequent support of young and beginning entrepreneurs.
A. Vorobyov emphasized the need to combine the theory and practice of the European and Russian small and me-dium-sized businesses and to build a model of public-private partnerships with the participation of public organiza-tions of entrepreneurs in the training of youth entrepreneurship and self-employment.
